U.S. lends $35 billion through IMF foreign aid slush fund

U.S. lending to foreign governments through the International Monetary Fund (IMF) has reached $35 billion, representing more than 24 percent of the agency’s $145.4 billion of outstanding loans. Well above its 17.7 percent quota, the U.S. is therefore funding a disproportionate share of IMF loans.

Astonishingly, 60 percent of IMF lending, or $87.9 billion, has gone to just three countries, Greece, Portugal, and Ireland that have been rocked by sovereign and mortgage debt crises. The U.S. share of those European bailouts is now $21.1 billion. Should things worsen in Europe, we may ultimately wind up wishing we could get that money back from this foreign aid slush fund.

Initially, the IMF was set up by the West to issue foreign aid to third world nations during the Cold war. It was never intended to bail out advanced economies, but now that is exactly what it is doing.

The U.S. stake in the IMF used to be just $57 billion a few years ago, but in 2009, the Pelosi-Reid Congress expanded contributions by $108 billion on top of that to a $165 billion total, including a $65 billion quota and a $100 billion line of credit. That is more than triple the first year of sequestration’s $53 billion cut to outlays. No more votes will occur now to approve further bailouts, as the agency can lend it all away if it desires.

Hiding this theft of American taxpayers, almost none of this appears on-budget, but like student loans, when the IMF draws from these lines of credit, it gets drawn directly from the Treasury by being added directly to the national debt.

As if all that was not bad enough, when the agency is not busy bailing out bankrupt socialist governments and the banks that enable them, it is looking for ways to impose crushing taxes on the American people.

For example, in a recent study the IMF called on the U.S. to levy a $500 billion a year carbon tax on consumers to offset what it calls “underpriced” oil, coal, and other energy products.

This “mispricing” is supposedly leading to “excessive energy consumption,” which is “accelerating the depletion of natural resources” and contributing to climate change.

The carbon tax would supposedly counteract these trends: “The efficient taxation of energy further requires corrective taxes to capture negative environmental and other externalities due to energy use (such as global warming and local pollution).”

Still think the IMF holds U.S. interests at heart? In 2009, the G20 asked the agency to come up with ways to bail out the financial sector by imposing even more taxes on the American people.

That IMF study released in 2010 essentially proposed two types of taxes: a levy on financial institutions to create a pool of bailout funds, and a financial transaction tax. It came atop passage of the Dodd-Frank so-called financial reform legislation.

Sure enough, under Dodd-Frank, the Federal Deposit Insurance Corporation (FDIC) is charging assessments to about 60 bank-holding and insurance companies with $50 billion or more in assets to finance what is called an “orderly liquidation fund.” Really, it’s just a bailout fund allowing the government to take over systemically risky institutions, recapitalize them, and allow them to reenter the market under new management.

Of course, the American people bare the burden, as a Congressional Budget Office (CBO) analysis of a similar bank tax proposal by the Obama Administration at the time noted, “the ultimate cost of a tax or fee is not necessarily borne by the entity that writes the check to the government. The cost of the proposed fee would ultimately be borne to varying degrees by an institution’s customers, employees, and investors, but the precise incidence among those groups is uncertain.”

Under the law, that can come in the form of fees for merely holding a checking or savings account. Sure enough, such account fees are already being charged by many financial institutions and have in fact been increasing since the passage of Dodd-Frank, reports ABC News. The law also grants the Federal Reserve broad rulemaking authority over fees imposed by financial institutions.

At a time when the Obama Administration claims that there is nothing to be cut from the budget, the IMF appears as very low hanging fruit. Continuing to fund the agency with an open-ended $165 billion line of credit does nothing to advance U.S. interests. That is why Congress should proactively take up legislation to stop this foreign aid slush fund once and for all.

Republicans Divided

The Republican Party is divided at the top and throughout its levels. 

At the top, the folks who write the Platform and the Resolutions are aligned with voters who wish to restore the 10th Amendment of the U.S. Constitution and free the U.S. from destructive entanglements with the U.N. and the global cabal. This includes the Liberty, Tea Party, 912 and other conservative groups.  My instincts tell me that this wing is the “silent majority”

The other group at the top chooses the Republican Presidential candidates, manages their campaigns and ensures that say so little, they lose. This is not a happy combination. My instincts tell me that this is the RINO wing whose job is to not disturb our march to socialism continued by successions of Democrat and RINO Presidents since 1913.

Most of our elected Republican officials are RINOs.  They are there to either be silent or to actively help Democrats push us to full-blown socialism.  Federal spending is out of control and printed money has already produced more inflation than is officially reported, as it always will with commodities.

Republicans whine that we must elect them to save us, but they are not using all the power of the House of Representatives and the States that they have to push back the ruinous spending and mal-investment that comes with federal bribery grants.

The current crop of legislators in Congress were brought up with the idea that their job was to engage in “horse-trading” to “bring home the bacon”.  That meant that they would promise to vote for a colleague’s bad bill if they would vote for theirs’. They won campaign contributions from special interests in payment for pushing through their Bill.  These corrupt practices kept legislators busy and the Liberal Agenda slithered its way through each Congress and they’re winning.  If our out-of-control federal spending isn’t severely reduced soon, we will simply go broke, default and become a third world communist colony of the U.N.   There can be no bi-partisanship or negotiating with global Marxists.

Our U.S. economy was founded on freedom and merit.  After 100 years of eroding freedom to further the goals of special interest groups, we have become Europe, with a big intrusive government, no freedom and deficit spending.  Government has proven itself to be unwilling and incompetent to function in a free market system.

The model conservatives prefer is the Constitution (as written).  That would limit the federal government back to its original charter and allow federal spending to be cut in half to match its current revenue. The problem is that “some Republicans” will resist that change with everything they’ve got.  I would tell those RINO politicians to run as Democrats and would fire the Presidential candidate pickers.

You will hear “lip service” statements from Republican candidates about the Constitution and sovereignty and free enterprise, but the best confirmation is their voting record. Another test is their position on global warming; if they way it’s a hoax, they might be alright.  There is a clear divide between real defense capability and military foreign aid we need to eliminate. These candidates should know what to strengthen and what to cut and be able to answer your questions.

It’s also clear that the candidate who raises the most money probably isn’t the one you want to vote for.  Special interests will fight the “house cleaning” I’m suggesting, but voters can beat the special interests if they do their homework.

We need legislation to close federal departments and transfer unconstitutional functions to the States and the People.  We also need to admit that this must begin soon.

No Global Warming, again


The Disgraceful Episode Of Lysenkoism Brings Us Global Warming Theory
 
Trofim Lysenko became the Director of the Soviet Lenin All-Union Academy of Agricultural Sciences in the 1930s under Josef Stalin.  He was an advocate of the theory that characteristics acquired by plants during their lives could be inherited by later generations stemming from the changed plants, which sharply contradicted Mendelian genetics.  As a result, Lysenko became a fierce critic of theories of the then rising modern genetics. http://commons.wikimedia.org/wiki/File:Lysenko_evil_eyes.jpg
 
Under Lysenko’s view, for example, grafting branches of one plant species onto another could create new plant hybrids that would be perpetuated by the descendants of the grafted plant.  Or modifications made to seeds would be inherited by later generations stemming from that seed.  Or that plucking all the leaves off of a plant would cause descendants of the plant to be leafless.
 
Lysenkoism was “politically correct” (a term invented by Lenin) because it was consistent with certain broader Marxist doctrines.  Marxists wanted to believe that heredity had a limited role even among humans, and that human characteristics changed by living under socialism would be inherited by subsequent generations of humans.  Thus would be created the selfless new Soviet man.
 
Also Lysenko himself arose from a peasant background and developed his theories from practical applications rather than controlled scientific experiments.  This fit the Marxist propaganda of the time holding that brilliant industrial innovations would arise from the working classes through practical applications. 
 
Lysenko’s theories also seemed to address in a quick and timely manner the widespread Soviet famines of the time arising from the forced collectivization of agriculture, rather than the much slower changes from scientific experimentation and genetic heredity. Lysenko was consequently embraced and lionized by the Soviet media propaganda machine. 
 
Scientists who promoted Lysenkoism with faked data and destroyed counterevidence were favored with government funding and official recognition and award.  Lysenko and his followers and media acolytes responded to critics by impugning their motives, and denouncing them as bourgeois fascists resisting the advance of the new modern Marxism.
 
The V.I. Lenin Academy of Agricultural Sciences announced on August 7, 1948 that thenceforth Lysenkoism would be taught as the only correct theory.  All Soviet scientists were required to denounce any work that contradicted Lysenkoism.  Ultimately, Soviet geneticists resisting Lysenkoism were imprisoned and even executed.  Lysenkoism was abandoned for the correct modern science of Mendelian genetics only as late as 1964.The
 
Theory of Man Caused Catastrophic Global Warming This same practice of Lysenkoism has long been under way in western science in regard to the politically correct theory of man caused, catastrophic, global warming.  That theory serves the political fashions of the day in promoting vastly increased government powers and control over the private economy. 
 
Advocates of the theory are lionized in the dominant Democrat party controlled media in the U.S., and in leftist controlled media in other countries.  Critics of the theory are denounced as “deniers,” and even still bourgeois fascists, with their motives impugned. Those who promote the theory are favored with billions from government grants and neo-Marxist environmentalist largesse, and official recognition and award. 
 
Faked and tampered data and evidence has arisen in favor of the politically correct theory.  Is not man-caused, catastrophic global warming now the only theory allowed to be taught in schools in the West? Those in positions of scientific authority in the West who have collaborated with this new Lysenkoism because they felt they must be politically correct, and/or because of the money, publicity, and recognition to be gained, have disgraced themselves and the integrity of their institutions, organizations and publications.
 
The United States Global Change Research Program (USGCRP) is supposed to represent the best science of the U.S. government on the issue of global warming.  In January, the USGCRP released the draft of its Third National Climate Assessment Report.  The first duty of the government scientists at the USGCRP is to produce a complete picture of the science of the issue of global warming, which is what the taxpayers are paying them for.  But it didn’t take long for the Cato Institute to do the job of the USGCRP with a devastating line by line rebuttal,

Both publications are written to be accessible by intelligent laymen.  See which one involves climate science and which one involves political science. All the climate alarmist organizations simply rubber stamp the irregular Assessment Reports of the United Nations Intergovernmental Panel on Climate Change (IPCC). 
 
None of them do any original science on the theory of anthropogenic catastrophic global warming.  But the United Nations is a proven, corrupt, power grabbing institution.  The science of their Assessment Reports has been thoroughly rebutted by the hundreds of pages of science in Climate Change Reconsidered, and Climate Change Reconsidered: 2011 Interim Report, both written by dozens of scientists with the Nongovernmental International Panel on Climate Change, and published by the Heartland Institute, the international headquarters of the skeptics of the theory of anthropogenic catastrophic global warming. Again, check it out for yourself.  You don’t have to read every one of the well over a thousand pages of careful science in both volumes to see at least that there is a real scientific debate.
 
The editors of the once respected journals of Science and Nature have abandoned science for Lysenkoism on this issue as well.  They have become as political as the editorial pages of the New York Times.  They claim their published papers are peer reviewed, but those reviews are conducted on the friends and family plan when it comes to the subject of anthropogenic catastrophic global warming. 
 
There can be no peer review at all when authors refuse to release their data and computer codes for public inspection and attempted reconstruction of reported results by other scientists.  They have been forced to backtrack on recent publications relying on novel, dubious, statistical methodologies not in accordance with established methodologies of complex statistical analysis. Formerly respected scientific bodies in the U.S. and other western countries have been commandeered by political activist  Lysenkoists seizing leadership positions. 
 
They then proceed with politically correct pronouncements on the issue of anthropogenic catastrophic global warming heedless of the views of the membership of actual scientists.  Most of what you see and hear from alarmists regarding global warming can be most accurately described as play acting on the meme of settled science. 
 
The above noted publications demonstrate beyond the point where reasonable people can differ that no actual scientist can claim that the science of anthropogenic catastrophic global warming has been settled or that there is a settled “consensus” that rules out reasonable dissent. Indeed, 31,487 U.S. scientists (including 9,000 Ph.Ds) with degrees in atmospheric Earth sciences, physics, chemistry, biology and computer science have signed a statement that reads:
 
 “There is no convincing scientific evidence that human release of carbon dioxide, methane, or other greenhouse gases is causing, or will in the foreseeable future, cause catastrophic heating of the Earth’s atmosphere and disruption of the Earth’s climate.” See here.  Some consensus. Real science, of course, is not a matter of “consensus,” but of reason, with skepticism at its core.The Decline and Fall of the Theory of Anthropogenic Catastrophic Global WarmingThe alarmist claims of the UN’s IPCC are ultimately based not on scientific observations, but on unvalidated climate models and their projections of future global temperatures on assumptions of continued increases in carbon dioxide emissions resulting from the burning and use of fossil fuels. 
 
The alarmists are increasingly in panic because the past projections of the models are increasingly divergent from the accumulating actual temperature records.  Those models are not real science, but made up science.  And no way we are abandoning the industrial revolution as the Sierra Club is hoping based on model fantasies and fairy tales.
 
The Economist magazine, formerly in lockstep with the Lysenkoists, shocked them with a skeptical article in March that began with this lede: “OVER the past 15 years air temperatures at the Earth’s surface have been flat while greenhouse-gas emissions have continued to soar. The world added roughly 100 billion tonnes of carbon to the atmosphere between 2000 and 2010. That is about a quarter of all the CO2 put there by humanity since 1750. And yet, as James Hansen, the head of NASA’s Goddard Institute for Space Studies, observes, ‘the five-year mean global temperature has been flat for a decade. . . .’”Reality is not complying with the alarmism of the UN’s global warming models, just as it refused to do for Trofim Lysenko. 
 
Remember all that hysteria about melting polar ice caps and the disappearing ice floes for the cute polar bears?  As of the end of March, the Antarctic ice cap was nearly one fourth larger than the average for the last 30 years.  The Arctic ice cap had grown back to within 3% of its 30 year average.  (The formerly declining Arctic ice was due to cyclically warm ocean currents). 
 
Global sea ice was greater than in March, 1980, more than 30 years ago, and also above the average since then. Remember the alarm about the rising sea level?  Yeah, that has been rising, as it has been since the end of the last ice age more than 10,000 years ago.  Just exactly as it has been, at the same rate.  And anyone you know that has been scared by this alarmist propaganda has been successfully played by whatever media the fool has been relying on. Murderous recent winters in Europe are killing as well belief in alarmist global warming on the continent. 
 
University of Oklahoma Professor and geophysicist David Deming reported in a recent column, “The United Kingdom had the coldest March weather in 50 years, and there were more than a thousand record low temperatures in the United States. The Irish meteorological office reported that March “temperatures were the lowest on record nearly everywhere.”
 
Spring snowfall in Europe was also high. In Moscow, the snow depth was the highest in 134 years of observation. In Kiev, authorities had to bring in military vehicles to clear snow from the streets.”In the Northern Hemisphere, Deming adds, “Snow cover last December was the greatest since satellite monitoring began in 1966.”  That reflects similarly bitter cold winters in North America as well. 
 
Despite claims by global warming Lysenkoists that soon children “won’t know what snow is,” on February 6, 2010, a blizzard covered the northeastern U.S. with 20 to 35 inches of snow.  Three days later another 10 to 20 inches were added. These developments should have been expected from known indisputable facts. 
 
Carbon dioxide is a natural substance essential to the survival of all life on the planet.  It is effectively oxygen for plants, and without plants there would be no food for animals to survive.  Because of the increased atmospheric CO2 agricultural output is already increasing.CO2 is also a trace gas in the atmosphere, representing only 0.038% of the total atmosphere, up only 0.008% since 1945.  That tiny proportion of the atmosphere is supposed to produce catastrophic global warming that will end all life on the planet? 
 
The historical proxy record shows CO2 concentrations in the distant history of the earth much, much greater than today.  Yet life survived, and flourished.  Moreover, the basic science of global warming is that the temperature increasing effect of increased CO2 concentrations declines as those concentrations increase.  So stop worrying and enjoy the agricultural abundance in your grocery store.
 
A tip off regarding reality should have been apparent from the dodgy propaganda involved in changing the labeling of the problem from “global warming” to “climate change.”  Of course, Earth has been experiencing climate change since the first sunrise on the planet.  We are not going to abandon the workers’ paradise of capitalism because climate change will continue.
 
Another tip off should have been the effective admission by global warming alarmists that they cannot defend their position in public debate.  The day the theory of anthropogenic catastrophic global warming died can be dated from the time that one leading alarmist was foolish enough to debate James Taylor of the Heartland Institute, a video of which can be found on the Heartland website at Heartland.org.
 
Still another tip off should have been the practice of the alarmist new Lysenkoists to respond to dissenting science with ad hominem attacks.  That apparently reflects poor public schooling that never taught that an ad hominem attack is a logical fallacy, as Aristotle taught more than 2,000 years ago.  My how western science has fallen.
 
The basic science shows that global temperatures are just not very sensitive to CO2 itself.  Even alarmists will concede that.  Where they get their alarm is with the modeling assumption that the CO2 induced temperature increases will produce positive feedbacks that will sharply increase the overall resulting warming. 
 
The better recent science indicates, however, that instead of positive feedbacks, the naturally stable Earth would enjoy negative feedbacks restoring long term equilibrium and stability to global temperatures. Then there is the man caused, global warming, fingerprint that the U.N.’s models all showed would result in a hot spot of particularly large temperature increases in the upper troposphere above the tropics. 
 
But the incorruptible, satellite monitored, atmospheric temperature record shows no hot spot.  That is further confirmed by modern weather balloons measuring atmospheric temperatures above the tropics.  No hotspot.  No fingerprint.  No catastrophic, man caused global warming.  QED. The revival of western science requires that the new Lysenkoism be discredited.  That is going to require quite some work, given the extent of the infestation.

Obamacare Disaster

Okay folks, I know you think the C-Span Channel that broadcasts all those Congressional hearings is boring, but, really, you should have been around to watch the Senate Finance Committee's hearing a few days ago on the Affordable Health Care Insurance Oversight.

You haven' t seen so many faces of misery since you watched Les Miserable’s for three and a half hours...and they were all Democrats.  And one of them, Senator Max Baucus , was the primary sponsor of Obamacare in the Senate!

Now, try to follow because this gets pretty complicated.  (It seems that Nancy Pelosi was right; you have to pass Obamacare to find out what's in it...and the Democrats are now learning what the Republicans warned them about.  It's an unworkable mess that is throwing millions of Americans off the health care rolls!)

Okay, apparently, tens of thousands of American employers began throwing workers off their health care plans and opting to pay the much lower federal fine for not offering health care for their workers.

Thousands more are even now converting their full time workers to part time workers by limiting working hours per week to less than 30, in compliance with Obamacare rules.  (Remember when Paul Ryan and the Republicans predicted employers would do this?   Remember when Democrats were warned that employers would move to save operating expenses by moving their entire work force into federal healthcare exchanges?)

Now, these workers who have lost or will be losing their health care benefits are busy trying to sign up for state health care exchanges.  (There are internet sites available if your state has agreed to sign up to Obamacare ).

However, when these American workers, soon to be without employee provided health care, go to the Health Exchange to sign up, they are finding they are not qualified!   It seems that during the signup process, applicants are required to fill in various income and benefit data, which then flows over to IRS computers who then are to spit out what your premium costs will be and how much federal tax credits you'll receive in order to receive subsidies to help you afford health care premiums that are as much as 30% more than you were paying under your employer’s plan!

Big Problem!  The IRS is only allowing somewhere around 9% subsidy support for Obamacare Health care Exchange premiums that are priced so much higher than the worker was paying under his employer plan! (Surprise, Surprise! Remember Republicans warning that forcing working Americans to pay for the 30 million leeches who pay nothing for their health care under Medicaid would drive the premiums of working Americans higher?)

Second Big Problem!   The IRS computers won' t mate up with the Health Care Exchange computers because the IRS computer system is obsolete!   So when workers try to sign up for Obamacare the IRS and the Health Exchanges are telling applicants to go to hell!

And so fireworks really broke out at the Finance Committee hearings on Obamacare yesterday afternoon.  Senator Max Baucus , ( Dem ), said, "how could this happen?   I'm hearing from my constituents that they and their families have been left out in the cold and are without health care because the Exchanges are not accepting them!"  Quote from Senator Bill Nelson , ( Dem ), Florida "my constituents are not going to be happy to hear this administration failed to implement the necessary changes to accommodate health care applicants...someone has to pay for this!"  Similar outrage was professed by Senator Ron Wyden ( Dem ) from Oregon .

Sadly, Obama Program Director for the Health care Affordability Act was on hand to lend testimony.  All he could seem to do was sympathize with his Democratic buddies, saying that maybe the problems could be ironed out by the end of 2014 but could offer no ideas about how that could be done.

An Update!  This morning a Harvard economics professor came on CNBC and announced that, according to a federal study his group just completed, the Health and Human Services Secretary is going to be forced to come back to this same committee, hat in hand, and request $700 billion dollars more be allocated to Obamacare just to pay for those automatically covered under current federal programs.

Also, sadly, the Wall Street Journal reported that, in addition to the 30 million Americans not currently covered under Obamacare , we can expect tens of millions more who will be left in the "no health care Twilight Zone"; those who were doing just fine with their employee health care plan until Obamacare was implemented this year.  And many of those who were working 40 hour weeks will find themselves deemed "part time employees" working less than 30 hours per week and unable to afford Obama 's premiums even if they could get through the application process.

And, as usual, while the working poor, and the rapidly declining middle class will be out in the cold without any health care, the Medicaid /Welfare leeches have no worry.  They are covered by that $700 billion dollar pot of gold Kathleen Sebelius , Secretary of Health and Human Services will be demanding from Congress soon!

Carbon Not the Problem

COP: Carbon not Culprit in Global Warming, Science Is Say Scientists  by John Ransom

A new paper that recently replaced the old paper that settled the science of global warming is now out - and not a moment too soon, either. Because the new paper essentially says: “Um, guys? Never mind.” :/). Ok, they don't really say that, but actually they really do.

“Sea level rise is one of the big issues of global warming. It could potentially swamp coastal cities or make them far more vulnerable to storms, such as Hurricane Katrina,” says Science World Report, apparently a wholly owned division of Wayne’s World Publishing, operating under the motto “It Certainly Does Suck.”


“Now, though, a study has revealed that it's possible to greatly slow the rate of sea level rise by cutting ‘short-lived climate pollutants,’” continues Science World,  “as opposed to more long-lived greenhouse gases, such as carbon dioxide.”
If you’re like me you are wondering how they greatly slow the rate of sea level rise by cutting these short-lived climate pollutants.

The answer: The short-lived climate pollutants seem to have an outsized influence on global warming when compared to carbon. Oh my. I’m glad that they finally, absolutely, 100-percent and finally- did I say finally?- understand ALL the mechanisms behind global warming.


To think all this time they were blaming carbon when it was actually these Johnny-come-lately short-lived-climate pollutants, that we’ll now call Teenage Mutant Short-Term Pollutants for marketing and branding purposes.

If I were carbon, I’d be pissed.  Or at least half pissed.
“Mitigation of the four short-lived climate pollutants (Teenage Mutant Short-Term Pollutants),” writes
Nature Climate Change, “methane, tropospheric ozone, hydrofluorocarbons and black carbon, has been shown to reduce the warming trend by about 50% by 2050.”


Carbon alone isn’t responsible for so-called global warming, say these federally funded international scientists.  They don’t say it, but really, that’s what they are saying.

For federal funding purposes, however, the scientists say that we must act now against these new threats or risk…you know it’s coming… even bigger temperature increases later that could possible result in even more federal funding!

“If the [Teenage Mutant Short-Term Pollutants] mitigation is delayed by 25 years,” says Nature, “the warming from pre-industrial temperature exceeds 2 °C by 2050,” exceeding current estimates…somehow.  


But that’s not the only settled science that has been revised by the April edition of Nature Climate Change. In the April edition, Nature acknowledges that global warming has been paused, at least between the period from 2000 to 2010. This time the culprit is much more insidious- and wet.


It seem the “ocean”- that is the body of water that makes up 70 percent of the globe and acts as an ideal energy absorption mechanism- has been slowing down the increase in temperatures. Its almost as if nature designed it that way.
To think! The largest energy absorption mechanism in the world is responsible for sucking up excess energy? No way !


Quick: Ban all high-capacity bodies of water over 16 oz.
And we all thought Mayor Bloomberg was an idiot for trying to ban Big Gulps. Ok, he is an idiot, but he’s also a scientific trendsetter.

Coincidence?  No, as we will see shortly, being an idiot and a scientific trendsetter isn’t mutually exclusive.   “Despite a sustained production of anthropogenic greenhouse gases,” writes Virginie Guemas, Francisco J. Doblas-Reyes, Isabel Andreu-Burill, and Muhammad Asif, in Retrospective prediction of the global warming slowdown in the past decade, “the Earth’s mean near-surface temperature paused its rise during the 2000–2010 period. To explain such a pause, an increase in ocean heat uptake below the superficial ocean layer has been proposed to overcompensate for the Earth’s heat storage. …Here we show successful retrospective predictions of this warming slowdown up to 5 years ahead, the analysis of which allows us to attribute the onset of this slowdown to an increase in ocean heat uptake.”

To those of us who lack both the federal training and the federal funding that these scientists have, it might seem like this study “proves” that previous global warming models, which failed to predict this pause in warming, could be flawed in their ability to predict the future.


But that’s where federal scientists come in and deploy massive funding that you and I frankly just won’t ever have access to.  Because with that funding they find: “Our results hence point at the key role of the ocean heat uptake in the recent warming slowdown. The ability to predict retrospectively this slowdown not only strengthens our confidence in the robustness of our climate models, but also enhances the socio-economic relevance of operational decadal climate predictions.” See? Nothing to worry about. Being wrong, in retrospect, just proves how right they were all along.


Glad they settled that bit of science for us. Otherwise us non-scientists might get the impression that they were, well, wrong.
And just think of all the federal funding that would go to waste, retrospectively.

Kansas Nullifies Federal Gun Laws

Kansas Governor Sam Brownback Signs 2nd Amendment Protection Act into Law

TOPEKA, KS (April 16, 2013) – Today, Kansas Governor Sam Brownback signed into law Senate Bill 102 (SB102), formerly HB2199 – the 2nd Amendment Protection Act.  In the wake of increased federal interest in restricting the right to keep and bear arms, the new Kansas law is the most comprehensive nullification of such acts thus far.

The new law nullifies a wide range of federal attacks on the right to keep and bear arms in the State of Kansas.  It states, in part:
Any act, law, treaty, order, rule or regulation of the government of the United States which violates the second amendment to the constitution of the United States is null, void and unenforceable in the state of Kansas

In conjunction with Section 6a (quoted above), the bill defines what is meant by “the second amendment to the constitution of the United States,” and that it isn’t based off a decision of the supreme court.
The second amendment to the constitution of the United States reserves to the people, individually, the right to keep and bear arms as that right was understood at the time that Kansas was admitted to statehood in 1861, and the guaranty of that right is a matter of contract between the state and people of Kansas and the United States as of the time that the compact with the United States was agreed upon and adopted by Kansas in 1859 and the United States in 1861.

 State and local agents would be prevented from enforcing any acts or actions that are “null, void and unenforceable in the state of Kansas.”  Based off this text, the state of Kansas would not be allowed to participate in any federal gun control measures that restrict the individual right to keep and bear arms as understood in 1861.

As Judge Andrew Napolitano has said recently, such widespread noncompliance can make federal gun control laws “nearly impossible to enforce” (video here)  This mass noncompliance with an unconstitutional federal act is both constitutionally sound, and very effective.  Read more about it here.  A future legislative session could also address how to further prevent federal enforcement should these steps prove to not be effective enough.

A JOBS BILL TOO
Supporters of the legislation also see the legislation as a jobs bill in that is specifically includes language from Firearms Freedom Acts that have been passed in various states since 2009.

A personal firearm, a firearm accessory or ammunition that manufactured commercially or privately and owned in Kansas and that remains within the borders of Kansas is not subject to any federal law, treaty, federal regulation, or federal executive action, including any federal firearm or ammunition registration program, under the authority of congress to regulate interstate commerce. It is declared by the legislature that those items have not traveled in interstate commerce.

Such protection for the manufacture of firearms, accessories and ammunition could be an incentive for well-known manufacturers in New York or Maryland, for example, that are feeling the pressure of gun control advocates in those state legislatures. Encouraging businesses to relocate to Kansas is what some supporters says is “just what’s needed in a time of economic difficulty.”

The legislation takes this “jobs promotion” part of the potential law seriously.  It would protect manufacturers who move to Kansas by providing for criminal charges on federal agents who attempt to violate the state law.

It is unlawful for any official, agent or employee of the government of the United States, or employee of a corporation providing services to the government of the United States to enforce or attempt to enforce any act, law, treaty, order, rule or regulation of the government of the United States upon a firearm, a firearm accessory, or ammunition that is manufactured commercially or privately and owned in the state of Kansas and that remains within the borders of Kansas. Violation of this section is a severity level 10 nonperson felony

Any criminal prosecution for a violation of this section shall be commenced by service of complaint and summons upon such official, agent or employee. Such official, agent or employee shall not be arrested or otherwise detained prior to, or during the pendency of, any trial for a violation of this section.

Once a federal agent violates this law, they will be served with a complaint and summons, whereby criminal proceedings can begin. Such language, being signed by such a national figure as Brownback, could be a green-light for others to do the same in states around the country.

The new law “shall take effect and be in force from and after its publication in the Kansas register.”
