Tips should result in surveillance authority,
not warrants. Tips from convicted felons
are suspect along with tips from vindictive acquaintances.
Police need to investigate suspects to
uncover probable cause and present a compelling case to receive a no-knock
warrant.
No knock warrants should be limited to
daytime hours when the homeowner can see the police in uniform and the police
car outside before they can trust that the visit is legitimate.
