The
removal of the Obamacare fines on 1/21/17 allows every American the chance to
choose other State-approved coverage and still receive the federal subsidies to
the poor. Those who are currently enrolled with Obamacare coverage will be able
to lift themselves out of Obamacare coverage, including the high deductibles
and high premiums.

I cannot confirm Dick Morris' statement that federal subsidies to the poor has been settled, but it may be the "high risk pool" contribution Ralph Hudgens, Georgia Insurance Commissioner is calling for (see AJC 1/24/17). This subsidy would be for the very poor and very sick. It is likely that many of these chronically ill are either not curable and are indigent.
