The
Senate requires 60 votes to pass the “repeal and replace” bill if they don’t
consider it an appropriations bill.
But it is
an appropriations bill because it reduces spending.
The Obamacare
Repeal Bill should be submitted as a 51 vote bill. The Senate can do this and
duck the 60 vote requirement. See Video:
