handling of fees collected for water and land clean-up projects are diverted to
the general fund and spent on other things.
This is a slush fund that responsible voters should object to. If the Georgia Constitution permits slush
funds, it should be fixed.
The
priorities of government should put infrastructure at the top and that includes
water. Cities and counties need to put government infrastructure first. This includes sewer pipes, water treatment
and clean up.
I’m sure
that the Georgia EPD regulations need to be reviewed and illogical regulations
removed. The banning of EPD regulations from GDOT projects needs to be reviewed
and amended to make sense. Then the EPD should review the clean-up sites to
determine priorities. There is no reason for Georgia to not have all clean up
done quickly and as inexpensively as possible.
Atlanta
Metro is as famous for its leaky sewers and leaky water pipes and sink holes as
it is for its traffic gridlock and none of this is acceptable.
This is a
zero-sum game. Funds will need to be diverted from lower priority projects to
high priority projects.
