There are several
governmental entities who have increased to cost and reduced the effectiveness
of Georgia Public Schools. First is the US Department of Education, Next is the
Georgia Legislature. Finally there are the School Boards.
There are additional
non-governmental entities who join in to make things worse. These are the
Teacher’s Unions the Educational and Political non-profits and the School
Construction Lobbies and their political campaign contributions.
The US Department of
Education is an unconstitutional department. The US Constitution (as originally
written) contains no “enumerated power” for the federal government to assume
control of US education. There have been no Amendments offered for State
ratification to allow the addition of “education” to the “enumerated powers”.
The Department of Education was established by
the Department of Education Organization Act (Pub. L. 96-88) of October 17, 1979. The U.S. Department
of Education is the agency of the federal government that establishes policy
for, administers and coordinates most federal assistance to education.
Funding education by
the US federal government amounts to a take-over and should not have been
allowed. Education should be assigned to the “States and the People”. The first
act by the State should be to place public education control on the ballot for
a vote by the voters of their State. If
voters reject this, then the responsibility would fall to the counties and
cities where these schools reside and the State should repeal its laws related
to education and withdraw its tax support leaving this to the counties.
The same process
should be used regarding funding of publically supported US colleges and
universities. The federal government should end all financial support to
colleges and universities and leave it to the States. Most grants would be
eliminated, except for grants for military application given by the US
Department of Defense. Non-defense grants should be given by special interest non-profits,
individuals and corporations.
