Regular order in Congress 2-22-24

“Regular order” refers to allowing bills to go through the committee process – including hearings and a markup, where members of the committee have a chance to amend and improve the bill – before being referred by the committee to the Senate as a whole for additional debate and deliberation. Republicans in the House have returned to Regular order to counter out-of-control Omnibus Bills. Democrats in the Senate will continue to try to bundle individual Bills to horse-trade-in bad policies. 

Republicans will need to double down and tighten House Rules to disallow unrelated Amendments to Bills being passed in Committee. This is another loop-hole that allows special interest groups to sneak their policies into popular Bills.  

The President submits a budget to the House and Senate to indicate priorities. This gives the House and Senate some guidance as to what the President would sign into law. The increase in IRS agents passed because we had a Democrat President, Democrat House and RINOs in the Senate.

Federal agencies submit their budgets to the US House of Representatives and attend committee hearings to answer question. House committees then meet to approve the agency budget. The committee debates and votes to approve a Bill. The Bill is sent to the Senate for approval.   

Omnibus Bills bi-pass “Regular Order”. They lump all Bills together. The Inflation Reduction Act of 2022 is a recent example. No Republicans voted for this. It is packed with climate change bribes and will increase inflation.

In 2020, US voters gave Democrats the House and the Presidency. The Senate remained under Republican control.  In 2022, US voters gave control of the Senate to Democrats 51D to 49R and gave control of the House to Republicans 219R and 212D. Outside money flipped Georgia Senators from 2 Republicans to 2 Democrats.

Tulsi Gabbart has moved to Silicon Valley California in 2020 and joined the US Army Reserves to serve as a Civil Affairs Officer.  We need more Republicans in California to build the bench.

Tightening the addition of Amendments to Bills needs to happen, but special interest groups will go nuts and raise hell. Eliminating Omnibus Bills will also be opposed by special interests and the army of lobbyists in Washington DC.  Allowing only Registered Voters to make campaign contributions will also be opposed by special interests, potential candidates and elected officials. We need to stage these reforms very carefully. Our goal is to take the money and corruption out of our politics and return control to the voters.

Government subsidies have been leveraged into systemic inflation. We need to carefully eliminate all subsidies, reduce corporate taxes, eliminate unnecessary regulations and allow the private sector to make it on their own. We need to replace socialism with free market economics and allow supply and demand to control prices. Our Federal and State governments need to answer voter wishes with a growing economy based on Meritocracy.

Congress needs to gear up to write the regulations and ensure that the Agencies enforce the regulations. Government may need to lower taxes on the railroads to give them a chance to replace the broken tracks. We need to freeze the National Debt at $35 trillion and grow the US economy to $35 trillion. We need to stop funding foreign countries and stop funding NGOs, States and Non-Profits. They can get their funding from the Billionaires who no longer need to fund political campaigns. Education and Healthcare needs to be run by new Non-Profits and Churches to release their management from quarterly profit reports and taxes. Good Nutrition needs to replace Big Pharma.

Members of Congress need to put their votes on Bills on their websites.
