NGO Catholic Charities USA received $1.4B in Federal Funding in FY2021 and another $1B from donations to help illegals settle in the US. Other NGOs are also involved. The Federal Grants come from DHS and HHS. These NGOs pick up illegals and pay for their transport, shelter and food. Lutheran Immigration and Refugee Service received $93.1M in grants in 2021 and another $182.6M in FY2022. Church World Services received $20.5M in grants in 2022. DHS Inspector General found $110M in misspent fund by American Rescue Plan.

Federal Funding of NGOs started under George W Bush and continued with Obama funding Catholic Charities and other NGOs to settle and find jobs for the 1.9M refugees per year in the 2015 Refugee resettlement started by the EU.

In 2015 the European refugee crisis began when the flow of migrants increased dramatically from 153,000 in 2008 to more than 1 million in 2015 [1]. This was mainly due to the growing number of Syrians, Iraqis, Libyans, Afghans and Eritreans fleeing war, ethnic conflict or economic hardship.
Following Germany, Hungary (174,000 applications) and
Sweden (156,000) received the highest number of asylum applications in
2015. Meanwhile, France (71,000) and the UK (39,000) received roughly the same
number of applications in 2015 as in years just prior to the refugee surge in
2015.

The Refugee Crisis that peaked in 2015 never ended. It spread throughout Africa and the Middle East. It has been a mix of war refugees and unemployed migrants looking for work and welfare. Most of the wars are caused by Islamic Terror Groups in Africa and the Middle East.
