23 States are occupied by Democrats Governors and 27 States are occupied by Republican Governors. All State Laws require the signature of the Governor.
State laws permitting drivers licenses to illegals are on the books in 19 States: California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, Utah, Vermont, Virginia and Washington. Nevada, Utah and Virginia have Republican Governors.

Ending Voter Fraud is a Republican issue and most Republican States insist on proof of citizenship to be allowed to register to vote. These States also insist on Voter ID, usually a Drivers License to be verified at polling places. These Republican States also remove dead people and people who have moved out-of-state from their Voter Registration Lists.
Governors control what is signed into Law. The US has 27 Republican Governors and 23 Democrat Governors.
