Congress should write Regulations

Why should we allow the Federal Agencies to write the regulations and enforce the regulations?  We don’t allow the Police to write the laws and then enforce them. The Congress is responsible for writing the regulations and should never have given this responsibility to the federal agencies.

Before 1900, US federal regulations were written by the Congress. After the proliferation of federal agencies, regulations were written by the agencies.  This distorted the separation of powers and gave legislative powers to the Executive. 

Also after 1900, members of Congress began to work for their campaign contributors and not the voters. That should explain why Congress routinely passed laws that the voters objected to. 

Congress would have the time to write their own regulations if they didn’t have to spend all of their time extorting campaign contributions from special interest groups.  That’s why campaign contributions should be restricted to voters only.

Bills should be “one topic” bills and shouldn’t allow unrelated amendments.  Omnibus spending bills and Continuing Resolutions should not be allowed.  Spending Bills should be restricted to spending by Agency and should be zero-based. All Bills should be read by each member of Congress before they vote.
