What State Legislatures Need to Do

States need to incrementally restore local control of healthcare, education and road maintenance and build reserves to assume control of current federal government activities that are unconstitutional. 

What Georgia Needs to Do

State Sovereignty
Georgia needs to pass State Sovereignty laws to reflect the 10th Amendment provisions of the U.S. Constitution (as written) and claim supremacy of the State Supreme Court to interpret State law.

Ban Agenda 21
Georgia needs to repeal all UN Agenda 21 implementing laws, including HR 277 and HR 1216, dissolve all regional commissions, outlaw conservation easements and claim State ownership of all federal land within the State.

Interstate Transportation
I-285 is the bottleneck of the Southeast.  The least expensive solution is to discourage any more increase in population and traffic density around the North end of I-285, or expand the number of lanes.   Expanding SR 20 and expanding alternate interstate bypass routes around Atlanta Metro will help the East-West connection commutes.  Rail freight expansion should be developed by rail freight companies to work with the Port of Savannah and paid for by these companies. 

Other Transportation
Public transit passenger rail is too expensive to expand and should be self-supporting.  All bus service should be private. 

Manufacturing
Restoring manufacturing to the rural counties is critical to building the State’s private sector economy.  Georgia economic development efforts should be concentrated on returning manufacturing to the State.

Nonmanufacturing   
Other sectors of the economy will expand and shrink based on market demand without any government assistance. There is no reason to allow tax funds to be spent or borrowed or gifted to nonmanufacturing development activities. 

Excessive Regulations
Unnecessary regulations, licenses, fees, permits and inspections should be eliminated. 

Borrowing & Bonds
There is no reason for any government entity to sell bonds to raise money for projects.  Government should use accrual accounts for future planned replacement and expansion of critical infrastructure.  Bonds should be reserved for emergencies and always put on the ballot for voter approval.

Priorities
Government spending priorities need to be established and adhered to.  These would be critical infrastructure like highway, state road, bridge and water supply capacity where needed.  State and local government should have “enumerated powers” that limit their scope.

Recreation
Arts & Recreation should be private non-profit or for profit with no tax subsidies.

End Subsidies
Let the private sector fill demand in a free market without tax subsidies.

Long Term Plans
State and municipal plans should include the transfer of government land to the private sector, to be put to productive use. Unconstitutional federal activities will need to be planned for transfer to the States.

U.S. Citizenship
The right to purchase land on U.S. soil must be reserved to U.S. citizens and U.S. based businesses.  Foreign companies and individuals may apply to put businesses and homes in the U.S., but the land should be leased.

Campaign Finance
Campaign contributions should only be made by voters, for candidates who will appear on their ballot.  Special interest groups can exercise their free speech with their own ads and websites.

Eminent Domain
The Fifth Amendment prohibits the federal government from taking property for public use ... interpreted in the usual case to mean "fair market value".  States and local governments should follow the same rule.  Easements for road widening and sidewalks should follow the same rule. Easements for utility access should be narrow and remain as a right to maintain utilities.  All government taking or condemning of property or otherwise rendering it unusable, should require the government to purchase the property for fair market value.
