This Bill is another dangerous,
unconstitutional Bill aimed at criminalizing those who oppose government abuse
and overreach. It criminalizes the
protection of constitutional rights. It gives police powers to code enforcement
and child protective services personnel codifying the unconstitutional seizure
of property and children without due process.
Code enforcement disputes should be
resolved in civil court. Government employees make too many mistakes to allow
this law to be passed. The government does not own our property.
Seizure of children disputes should
require the conviction of parents for criminal abuse in criminal courts. Family members should be the only ones who
could be authorized to take over custody of children until parental guilt or
innocence is determined. The government does not own our children.

A BILL TO BE ENTITLED AN ACT
1 To amend Article 2 of Chapter 10 of
Title 16 of the Official Code of Georgia Annotated,
2 relating to obstruction of public
administration and related offenses, so as to provide for the
3 criminal offenses of resisting,
obstructing, hindering, or opposing a code enforcement officer;
4 to provide for a penalties; to provide
for related matters; to repeal conflicting laws; and for
5 other purposes.
6 BE IT ENACTED BY THE GENERAL ASSEMBLY
OF GEORGIA:
7 SECTION 1.
8 Article 2 of Chapter 10 of Title 16 of
the Official Code of Georgia Annotated, relating to
9 obstruction of public administration
and related offenses, is amended by revising Code
10 Section 16-10-24, relating to
obstructing or hindering law enforcement officers, as follows:
11 "16-10-24.
12 (a) Except as otherwise provided in
subsection (b) of this Code section, a person who
13 knowingly and willfully obstructs or
hinders any law or code enforcement officer in the
14 lawful discharge of his or her official
duties is guilty of a misdemeanor.
15 (b) Whoever knowingly and willfully
resists, obstructs, or opposes any law enforcement
16 officer, code enforcement officer,
prison guard, correctional officer, probation supervisor,
17 parole supervisor, or conservation
ranger in the lawful discharge of his or her official duties
18 by offering or doing violence to the
person of such officer or legally authorized person is
19 guilty of a felony and shall, upon
conviction thereof, be punished by imprisonment for not
20 less than one nor more than five
years.
21 (c) As used in this Code section, the
term 'code enforcement officer' means any person
22 contracted with or employed by this
state or a county or municipality of this state who has
23 enforcement authority by law for
health, safety, welfare, or zoning requirements and is
24 authorized to issue citations or file
formal complaints regarding the same."

25 SECTION 2.
26 All laws and parts of laws in conflict with this Act are
repealed
