US Defunding Plan 1-26-26

As of January 2026, President Trump has ordered the United States to withdraw from and cease funding for 31 United Nations-affiliated entities and 35 non-UN international organizations. The administration stated these actions are designed to cut funding for bodies deemed to be "contrary to U.S. national interests, security, economic prosperity, or sovereignty". 

 Key UN activities and entities being defunded include:

1. Climate and Environmental Initiatives

UN Framework Convention on Climate Change (UNFCCC): Withdrawal from the foundational 1992 treaty that supports international climate negotiations, including the Paris Agreement.

Intergovernmental Panel on Climate Change (IPCC): The primary global scientific body studying climate change.

UN Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation (UN-REDD): Focused on reducing emissions from deforestation.

UN Oceans & UN Water: Bodies focused on water and ocean resources. 

2. Women’s Health and Gender Equality

UN Population Fund (UNFPA): This agency provides maternal and reproductive health services globally, with the U.S. citing opposition to what they claim are coercive practices.

UN Entity for Gender Equality and the Empowerment of Women (UN Women): The main UN body focused on gender equality. 

3. Development and Specialized UN Agencies

UN Conference on Trade and Development (UNCTAD): Focused on trade, investment, and development issues.

UN Human Settlements Programme (UN-Habitat): Promotes sustainable cities and human settlements.

UN University (UNU): The academic and research arm of the UN.

UN Institute for Training and Research (UNITAR): A training arm of the UN. 

4. Human Rights, Peace, and Security

UN Human Rights Council (UNHRC): The US is withdrawing from this council.

UN Relief and Works Agency (UNRWA): Continued/extended funding ban for Palestinian refugees.

Peacebuilding Commission & Fund: UN bodies focused on supporting peace efforts in conflict-affected countries.

International Law Commission: Responsible for encouraging the progressive development and codification of international law.

Office of the Special Representative on Sexual Violence in Conflict / Children in Armed Conflict / Violence Against Children: Specific mandates for child and sexual violence protection.

Permanent Forum on People of African Descent: A consultative body for issues related to people of African descent.

UN Register of Conventional Arms: A voluntary reporting instrument for arms transfers. 

5. Administrative and Technical Bodies

UN System Chief Executives Board for Coordination & Staff College: Involved in UN administration and training.

Department of Economic and Social Affairs (and Regional Commissions for Africa, Latin America, Asia-Pacific, and Western Asia): Various UN regional economic commissions. 

The administration indicated that while withdrawing from these 31 entities, the US remains part of the UN Security Council and continues to fund essential security or humanitarian functions through other agencies. 

In January 2026, President Trump ordered the United States to withdraw from and cease funding for 31 United Nations-affiliated entities as part of a broader exit from 66 international organizations. The administration cited reasons such as "radical climate policies," "globalist agendas," and "ideological programs" that allegedly conflict with U.S. sovereignty. 

A range of UN entities and activities are slated for defunding or withdrawal. 

Major UN Entities and Activities Being Defunded 

Climate & Environment: This includes withdrawal from the Paris Agreement on January 27, 2026, as well as ceasing funding for the UN Framework Convention on Climate Change (UNFCCC), UN Oceans, UN Water, and the UN Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation (UN-REDD).

Health & Reproductive Services: The United States' official withdrawal from the World Health Organization (WHO) is set for January 22, 2026. The UN Population Fund (UNFPA) is also being defunded.

Human Rights & Social Issues: Funding is being stopped for UN Women, the UN Human Rights Council (UNHRC), and the UN Relief and Works Agency (UNRWA), which provides aid to Palestinian refugees. Withdrawal from UNESCO is expected by December 31, 2026.

Trade, Law, & Peacekeeping: Entities being defunded include the UN Conference on Trade and Development (UNCTAD), the Peacebuilding Fund, the Peacebuilding Commission, the UN Democracy Fund, the International Law Commission, and the International Trade Centre. 

Other Specific Defunded UN Entities 

Additional entities facing defunding or withdrawal include the UN Human Settlements Programme (UN-Habitat), the UN Institute for Training and Research (UNITAR), UN University, the UN System Staff College, the UN Register of Conventional Arms, and the Permanent Forum on People of African Descent. 

Despite these withdrawals, the U.S. will remain a member of the UN Security Council, the World Food Programme (WFP), and the UN Refugee Agency (UNHCR), which the administration considers essential for security or humanitarian purposes.
