$9 Trillion Recession Bill 7-18-25

In mid-July 2025, the U.S. Senate passed a $9 billion rescission package that would cut funding for foreign aid and public broadcasting, according to Spectrum News. The bill, requested by President Trump, moves next to the House of Representatives for consideration.

$9 trillion 2nd recission package set for passage 2025.

Based on the provided information, a rescission package totaling $9 billion (not $9 trillion) has been passed by the Senate on July 17, 2025

This package seeks to cancel or rescind previously approved funding, primarily targeting foreign aid and public broadcasting.

Key points about the rescission package:

·       Amount: Initially, the White House proposed rescinding $9.4 billion in funding. However, the Senate removed a proposed $400 million cut to PEPFAR (President's Emergency Plan for AIDS Relief), reducing the total to $9 billion.

·       Targeted Funding:

o   Foreign Aid: The majority of the cuts, approximately $8.3 billion, are aimed at various foreign assistance programs, including global health programs (excluding PEPFAR, which was restored by the Senate), development aid, humanitarian response, and contributions to international organizations.

o   Public Broadcasting: The package would also eliminate federal funding for the Corporation for Public Broadcasting (CPB), which supports NPR and PBS, according to The Conference Board. This amounts to around $1.1 billion over two years by rescinding advanced appropriations for FY2026 and FY2027.

·       Congressional Action:

o   The House of Representatives previously passed the rescission package with a vote of 214-212 on June 12, 2025.

o   The Senate passed the amended $9 billion package early on July 17, 2025, by a vote of 51-48. Two Republican senators, Susan Collins of Maine and Lisa Murkowski of Alaska, voted against the bill.

o   Since the Senate amended the package, it will be returned to the House for another vote before the Friday deadline.
