Restoring the US Constitution 10-23-25

Following his election victory, Donald Trump has pursued an agenda to reshape the federal government, with many actions aligned with the policy recommendations of the conservative think tank Heritage Foundation's "Project 2025" blueprint. Trump has framed his actions as restoring accountability and constitutional fidelity to federal agencies.  

Key actions and proposals from Project 2025 and Agenda47, Trump's campaign platform, include:

Expansion of executive power. Drawing on the unitary executive theory, Trump seeks to increase presidential authority over the federal bureaucracy, including independent agencies like the Federal Trade Commission (FTC) and Federal Communications Commission (FCC). The administration has also worked to limit the independence of the Department of Justice (DOJ) and the FBI.

Reshaping the civil service. The administration plans to reinstate a "Schedule F" policy, which would reclassify tens of thousands of federal employees, removing their civil service protections and making them easier to fire and replace with political appointees.

Eliminating and consolidating federal agencies. The Project 2025 blueprint and Trump's Agenda47 have called for eliminating entire agencies, such as the Department of Education, and consolidating others, like the Department of Homeland Security.

Regulatory rollbacks. The administration is moving to dismantle and roll back regulations, particularly those related to environmental protection and climate change, in line with Project 2025 recommendations.

Immigration policy. Aligned with Agenda47 and Project 2025, the administration is pursuing mass deportations, ending birthright citizenship, and tightening border security.

Social policies. The administration has moved to end federal diversity, equity, and inclusion (DEI) programs and roll back civil rights protections for LGBTQ+ individuals. Policies also include efforts to restrict access to abortion and reproductive healthcare. 

Controversy and opposition

Authoritarian concerns: Critics, including the Brennan Center for Justice and members of the House Appropriations Committee, contend that these actions undermine checks and balances, politicize the civil service, and erode democratic institutions.

Constitutional questions: Legal experts have questioned the constitutionality of several of Trump's executive orders, arguing that they overstep presidential power and violate separation of powers.

Congressional efforts: Democratic members of Congress have created a "Stop Project 2025 Task Force" to oppose the agenda through legislative and oversight actions. 

Relationship to Project 2025
While the Heritage Foundation created the Project 2025 blueprint, Trump has periodically distanced himself from it. However, reporting indicates significant overlap between the two, with many Project 2025 authors having served in the Trump administration and some now holding positions in the current administration. Analysis by the 
BBC and others has noted that many of Trump's early 2025 executive orders mirror or partially align with Project 2025's proposals. 

According to multiple news reports and policy documents from early in Donald Trump's second term, his administration's plan for "restoring" the U.S. Constitution is guided by an interpretation of the unitary executive theory. This theory holds that all executive power is vested solely in the president, giving him broad control over the executive branch and federal agencies. This approach is heavily influenced by Project 2025, a roadmap developed by the conservative Heritage Foundation and former Trump administration officials. 

Core proposals include:

Restructuring the executive branch: The plan involves placing all federal agencies under direct presidential control and stripping job protections from thousands of federal civil service workers, making it easier to fire them and replace them with politically loyal appointees. Early in his second term, Trump issued executive orders to begin implementing this strategy.

Controlling independent agencies: The administration intends to end the independence of agencies like the Federal Trade Commission (FTC), Federal Communications Commission (FCC), and Securities and Exchange Commission (SEC) by subjecting their decisions to direct presidential oversight.

Reforming the justice system: A key goal is to place the Department of Justice (DOJ) under direct presidential authority, eliminating its traditional independence. Critics contend that this politicizes the justice system and weakens the rule of law.

Eliminating unlawful regulations: Early executive orders directed federal agencies to review and repeal what the administration deems to be "unlawful and potentially unlawful regulations".

Protecting Second Amendment rights: An executive order was signed to halt federal policies seen as infringing on gun rights and mandated a review of Biden-era firearm regulations. 

These actions, many aligned with Project 2025 proposals, are intended to consolidate presidential power and advance a conservative agenda. Opponents and critics characterize this approach as a departure from traditional constitutional governance, while supporters argue it dismantles an unaccountable bureaucracy and restores power to the executive.

The post above has some errors and omissions. LGBTQ is not a “protected group” in “US Civil Rights Laws”. The Right to Bare Arms has not been Amended or removed. Controlling Immigration is a Federal power under the President.

The DOJ has never been independent. It is a large Federal Agency that reports to the President and always has been. Trump is restoring the “Rule of Law”.

Civil Service Unions were allowed by President Kennedy to appease the Private Sector Unions that had been taken over by the Mafia in the 1950s. In the 1960s President Kennedy removed the Mafia and Unions were taken back by the Marxists. In the 1970s, Rudy Guliani began to jail Mafia Leaders. In the 1980s President Reagan fired the striking Air Traffic Controllers.

In the 1990s, US manufacturers offshored operations to get rid of the Unions in favor of Cheaper Labor, Less Costly Regulations and Cheaper Costs.
