US Sanctions on Russia 5-2-25

In January 2025, the U.S. imposed sweeping sanctions on Russia's energy sector, targeting its oil production and exports. These sanctions, issued under Executive Order (E.O.) 14024, aim to further restrict Russia's ability to generate revenue and fund its war in Ukraine. Additionally, prohibitions were put in place on certain services for the acquisition of aluminum, copper, and nickel of Russian origin.

Energy Sector Targeting:

The sanctions specifically target Russia's energy sector, aiming to curb its ability to generate revenue from oil and other energy exports.

Service Prohibitions:

The U.S. prohibited the provision of certain services to persons in the Russian Federation, particularly those related to the extraction and production of crude oil and other petroleum products.

Expanded Sanctions:

The sanctions broadened the scope of existing restrictions, adding more individuals and entities to the sanctions list.

Coordination with Allies:

The U.S. action was coordinated with the United Kingdom and other G7 partners to enhance the effectiveness of the sanctions regime. 

Executive Orders Involved:

E.O. 14024:

This is the main authority for the U.S. sanctions on Russia, established to block property with respect to specified harmful foreign activities of the Russian Federation. 

E.O. 13662:

This E.O., related to Russia's actions in Ukraine, also provides a basis for some of the sanctions actions. 

E.O. 14071:

This E.O. authorizes the imposition of economic sanctions on any person determined to operate or have operated in the energy sector of the Russian Federation economy. 

Impact and Further Actions:

Wind-down of Energy Transactions:

General License 8L was amended to authorize the wind-down of energy-related transactions involving specified Russian financial institutions. 

Sanctions on Energy Sector:

The sanctions target Russia's energy sector to restrict its ability to finance its war in Ukraine. 

Ongoing Efforts:

The U.S. continues to work with allies to maintain and expand sanctions on Russia to further limit its access to resources and funding.

Sweeping Sanctions on Russia’s Energy Sector - State Department

Jan 10, 2025 — Treasury is also identifying the energy sector of the Russian Federation, which restricts further Putin's ability.

On January 10, 2025, the Secretary of the Treasury, in consultation with the Secretary of State, issued a determination pursuant to E.O. 14024 that authorizes the imposition of economic sanctions on any person determined to operate or have operated in the energy sector of the Russian Federation economy.
