Based on recent reports, the IRS has experienced significant workforce reductions through layoffs and buyouts. As of March 2025, approximately 11,443 employees have been separated from service, representing an 11% reduction in the IRS workforce.
Here's a breakdown of the
reductions:
- Terminations: 7,315 probationary
employees received termination notices.
- Deferred Resignation Program (DRP): 4,128 employees were approved for the initial DRP. An additional 13,124 employees were approved for the second DRP offer as of April 22, 2025.
Impacted areas:
- Revenue Agents: This group,
responsible for audits, has seen a 31% reduction.
- Other areas: Significant reductions have also occurred in the Human Capital Office, Information Technology, Large Business and International, Small Business/Self Employed, Tax Exempt & Government Entities, and Taxpayer Services.
Future outlook:
- Further Layoffs: An internal memo
indicated that the IRS workforce could be reduced to as low as 60,000 to
70,000 employees by year end.
- Reduction in Force (RIF): The agency
has initiated a RIF for the Office of Civil Rights and Compliance, and the
Taxpayer Experience Office and the Office of Equity, Diversity &
Inclusion in Taxpayer Services.
- Voluntary Separation Programs: The IRS is offering additional voluntary separation programs, including the Treasury Deferred Resignation Program (TDRP).
These reductions have raised concerns about the IRS's ability to effectively carry out its mission, including tax enforcement and taxpayer services.

The entire IRS Code is too complicated and the Tax Forms are too difficult to follow. New equipment and modern systems need to be installed. The revision and clean-up of the IRS Code will need to be accomplished in 2026.
The successful transition of all Federal Government Systems will be required to remove the chaos and replace it with a workable system by 2028.
