Trump’s Reform Strategies

Trump has some strategic decisions to make. Blue State cities, counties and States have bad ordinances and laws on the books that need to be repealed and they will rebel against all reforms.

To end sanctuary cities and colleges, Trump can condition federal funds to accomplish this.  It’s a “top-down” strategy that may be necessary, even though this is a continuation of Obama’s “top-down” strategy. But Obama wanted to encourage lawlessness and chaos.  Cities, counties, colleges and even States could scuttle Trump’s goal to restore the rule of law unless penalties are severe.

The same problem exists with federal lands and our need to drill everywhere.  Trump may not be able to return these federal lands to States, who may want to restrict drilling or mining. Restoring off-shore drilling for oil is another issue States have weighed in on.

Ending Common Core may require the repeal of the ESSA Act of 2015.  It may also require the repeal of Common Core enabling laws and regulations. Trump will have to deal with the teachers union and an army of liberal educrats along with liberal legislators. He will need to tie strings to federal grants to get this done at the federal and State level.

There are other reforms that must be made that will require a top-down approach.  Trump really would prefer cooperation from Blue State counties and federal employees alike, but he won’t shrink from a fight.  He is likely to replace lots of people to form effective teams.

Obamacare needs to be repealed and replaced quickly and Congress needs to resist stretching this out. Health Insurance companies need to publish their policies and prices immediately to allow sick Obamacare subscribers to select their coverage and convert their plans in 2017.

Trump needs to keep and bring back manufacturing jobs, stop illegal immigration, end refugee migration, cut all non-essential legal immigration to the bare minimum and restore the rule of law in order to grow jobs and move the economy back to growth.

Some federal laws may need to pass to encourage States to repeal their Obama-enabling laws.
