Defend, Not Amend (the U.S. Constitution)
 
RNC RESOLUTION OPPOSED TO THE UNITED NATIONS GLOBAL TAXES
WHEREAS, since 2007 the United Nations Intergovernmental Panel on Climate Change (IPCC) has attempted to introduce a global tax to curb what it calls “man-made global warming”; and
WHEREAS, there is no convincing scientific evidence that human release of carbon dioxide, methane or other greenhouse gases is causing or will cause in the foreseeable future catastrophic heating of the earth’s atmosphere; and
WHEREAS, in 2010, UN Secretary General Ban Ki-moon appointed a panel called the High-Level Advisory Group on Climate Change Financing; this panel stated selling carbon-emission permits and implementing a financial transactions tax could raise billions of dollars globally to combat climate change; and
WHEREAS, in 2010, Ottmar Edenhofer, a United Nations Intergovernmental Panel on Climate Change (IPCC) officer, claimed in a German interview that climate change policy was a way to redistribute wealth globally; and
WHEREAS, in July 2012, the United Nations proposed three global taxes and one global monetary governance mechanism to raise $400 billion a year to aid developing countries: a carbon tax, a currency transaction tax, and a billionaire tax, as well as allocation of International Monetary Fund Special Drawing Rights (SDR); and
WHEREAS, the United Nations has proposed these taxes without identifying how the funds would be redistributed within developing nations: nations who may have dictators, war lords or anarchy; and
WHEREAS, the Currency Transaction Tax would disproportionately tax American travelers and businesses because transactions within the Eurozone will be exempt from the Currency Transaction Tax; and
WHEREAS, the United States of America is currently supporting the 193 member United Nations at a higher rate of financial aid than any other nation as the U.S. is currently assessed 22 percent of the U.N. regular budget and more than 27 percent of the U.N. peacekeeping budget; and
WHEREAS, the United Nations has not evidenced its capability to properly handle foreign aid and has in fact been shown to be wasteful and scandal-ridden; therefore be it
RESOLVED, The Republican National Committee concludes that UN Global Taxes are not in the best interest of the United States of America and the RNC urges all government officials to refuse any global tax initiative put forward by the United Nations.
