sneaks in a change in the testing age of children from 3rd grade to 1st grade.
It chips away at homeschool freedom by requiring homeschool parents to indicate
which public school district they live in, and it further insults special needs
students by removing the power of the IEP team to decide on proper testing as
well as links state requirements to every IEP. It MUST NOT PASS!
