Secure Arkansas spoke to the Association of Arkansas Counties
for their Annual Conference held August 20 – 22, 2014 in Little Rock,
Arkansas.
Jeannie Burlsworth, Founder / Chair of Secure Arkansas,
began by explaining United Nations’ (U.N.) connection to Agenda 21 and sustainability
and how it directly affects property owners. She mentioned the EPA, the
Clean Air Act, the Clean Water Act, redefinition of U.S. “Navigable”
Waters, and the U.S. Army Corps of Engineers’ 404 Permits. Jack Abrahamson,
State Coordinator for Secure Arkansas, addressed the Critical Habitat
issue. We’ll cover his information in a follow-up.

and U.N. Agenda 21, as well as the EPA’s connection to the United Nations. It
is no coincidence that after the creation of EPA, the U.S. was regionalized.
If you still think it’s conspiracy theory, you’re simply in the dark. Some
of you may not have heard of U.N. Agenda 21 before. Venture no further than
(the webpage above) from the EPA, about which every county judge/
county commissioner and resident of any state should be aware. Please print
it off (it’s only 4 pages), and distribute it to your local county elected
officials. This involves the RESTRUCTURING of GOVERNMENT.
From the EPA website itself: Nixon submitted to Congress a reorganization
plan proposing the establishment of a U.S. Environmental Protection
Agency as an independent agency in the executive branch of the federal government.

Agenda 21
The Earth Summit was larger not only in the level of participation by the nations of the world, but also in the scope of issues it sought to address. Over 100 heads of state and government attended the Earth Summit and 170 nations sent delegations. As part of the Earth Summit, national leaders had an opportunity to sign international conventions on climate change and biodiversity, a “Declaration of Environment and Development” and an Agenda for the 21st Century (a.k.a. Agenda 21), which sought to establish a concerted effort to educate people about the state of both environment and development, and to assist them to make decisions that lead to sustainability.

Secretary General of UNCED, Maurice Strong, summarized
Agenda 21 as, a “program of action for a sustainable future for the human
family and a first step towards ensuring that the world will become a more
just, secure and prosperous habitat for all humanity.”
Agenda 21 called on all countries of the world to undertake
a comprehensive process of planning and action to attain sustainability.
In addition to global agenda, this document also detailed a role for cities
and counties. Chapter 28 of Agenda 21 (known as Local Agenda 21) states:
“Local authorities construct, operate and maintain economic, social and
environmental infrastructure, oversee planning processes, establish
local environmental policies and regulations, and …as the level of government
closest to the people, they play a vital role in educating, mobilizing
and responding to the public to promote sustainable development.” [Highlight
and bold emphasis, Secure Arkansas’]
Local authorities will be MADE to comply with their
agenda. This is the global-to-local plan for local officials to come into compliance
with United Nations Agenda 21 policies and regulations. (Just to be clear –
this is implementing the demise of America, county-by-county, and bringing
each county into compliance. Secure Arkansas DOES NOT SUPPORT U.N. Agenda
21!) Are you, county official, aware of the policies and regulations with
which you’ll be made to comply? Are you, as a county official, promoting
Sustainable Development?

The 25 member Council built new partnerships among representatives
from industry, government (including U.S. Cabinet members) and environmental,
labor, and civil rights organizations in order to develop bold new
approaches to integrate economic and environmental policies. Their
charge: to transform the President’s vision of sustainable development
into a concrete plan of action. Their initial work concluded in February
1996, with the publishing of their report entitled, “Sustainable America:
A New Consensus for Prosperity, Opportunity, and A Healthy Environment
for the Future.” [Bold emphasis, Secure Arkansas’]
In our understanding, U.N. Agenda 21 is a master blueprint
of rules, regulations, and guidelines clear down to the local level that
would implement and construct mandatory sustainable (green) communities.
Secure Arkansas DOES NOT promote this! In the same year that President Clinton
established the Presidential Council on Sustainable Development, International
Code Councils were implemented. This code has developed a large number of
international codes which were intended to replace building codes (and other
codes) all over the U.S. Code violations can often be used as a reason to
fine or imprison people or property owners, and even LEGALLY STEAL private
property.
U.N. Agenda 21 is an action plan to inventory and control
all land, all water, all plants and animals, agriculture, construction,
and all energy, including you – each living soul. This is nowhere close to
constitutional government. It’s a Marxist / Communist agenda.
COUNTY OFFICIALS: don’t let this dictatorial Agenda 21 be forced on you
and your county! Other issues Secure Arkansas mentioned at the Association
of Arkansas Counties Convention are: the Clean Water Act, the Clean Air Act,
the attempted redefinition of U.S. “Navigable” Waters, and the U.S.
Army Corps of Engineers’ 404 Permits. (Reminder: This is what the U.S. Army

and that life and business as we know it will become increasingly complicated

We’ll do a separate email regarding 404 Permits; it’s too complicated to
include here.
Lastly, read this article and watch the included video about U.S. Representative
Scott Tipton’s questions to the EPA about a controversial
new rule which could redefine “Waters of the United States” under the Clean
Water Act. Congressman Tipton mentions the problems with Blueway as he
questions EPA Deputy Administrator Bob Perciasepe! We need to
tell our U.S. Congressmen to please DEFUND the EPA. To
