Government needs limits and priorities

The federal government needs to transfer all of its unconstitutional departments, agencies and programs to the States and the People according to the 10th Amendment. It would be limited to its enumerated powers described in the Constitution. This would result in most federal departments, agencies and programs being abolished and closed.  Congress would lose most of its committees and the Supreme Court would be limited to federal matters only. All federal lands would revert to the States.  Its top priority would be to pay down the national debt.
States already have departments for these functions, but would need to establish priorities and push responsibilities to counties and cities or the People.
State and local government should establish roads, bridges, sewers and water distribution as its highest priority. All transportation, healthcare, insurance, lending, education and recreation should be released to the free market.
Some of these transitions will take years, but some can and should be done quickly. The removal of federal interference over what are constitutionally functions of the States and the People should begin immediately.
