Senate. He articulates what needs to be done to fix the Congress in this video.

Sasse addressed the US Senate on 9/4/18 at the US Supreme Court confirmation
hearing for Judge Brett Kavanaugh televised by Fox News.
Senator Sasse
acknowledged that Judge Kavanaugh would be joining the Court at a time when the
Court has given opinions based on political pressure and not on a proper
interpretation of the Constitution (as written).
He accurately
described the failure of Congress to do its job over the past 100 years, but
instead, has completely given away its responsibility to create law to federal
departments and agencies. This removes the voters completely from the process
of lawmaking.
