Iran Sanctions Update 11-8-25

In November 2025, the U.S. continues to enforce sanctions on Iran, building on actions taken in previous months, including a May 8, 2025, designation of a China-based oil refinery and a September 19, 2025, revocation of the Chabahar port waiver. Recent sanctions focus on Iran's oil and petrochemical networks, a "shadow banking" system used for money laundering, and individuals and entities involved in its weapons procurement. This comes after the UN Security Council reinstated sanctions in September and a February 4, 2025, executive order from President Trump to increase pressure on Iran.  

Key US sanctions from late 2024 to November 2025

April 30, 2025: Sanctions were imposed on entities trading Iranian oil and petrochemical products.

May 8, 2025: A China-based "teapot" refinery was designated for violating sanctions.

June 6, 2025: The U.S. designated Iran's "shadow banking" network of money launderers and illicit oil traders.

September 19, 2025: The waiver on the Chabahar port in Iran was revoked, impacting Indian interests and potentially jeopardizing maritime trade.

October 1, 2025: The U.S. designated Iranian weapons procurement networks, including individuals and entities from Iran, China, Germany, Türkiye, Portugal, and Uruguay.

October 9, 2025: The Treasury Department sanctioned Iran-backed militia groups, such as Kata'ib Hizballah, for their role in violence against U.S. personnel.

October 10, 2025: The U.S. sanctioned ships tied to Iran's oil trade and a second Chinese oil terminal.

October 25, 2025: The U.S. warned of sanctions against a network of individuals and entities connected to the Organization of Defensive Innovation and Research (SPND). 

Context of sanctions

The sanctions are part of the Trump administration's "maximum pressure" campaign against Iran.

They aim to deny the Iranian regime access to revenue and cripple its financial network.

The U.S. continues to work with allies to enforce these sanctions and put more pressure on Iran. 

As of early November 2025, there have been no new U.S. sanctions on Iran announced within this specific month. The latest major sanctions were imposed in October 2025 and focused on Iran's energy export capabilities and a network of Turkish companies involved in sanctions evasion. 

Key recent developments include:

October 9, 2025 (Energy and Shipping): The U.S. Department of the Treasury and State Department announced sweeping sanctions on 50 individuals, entities, and vessels involved in facilitating the transportation and sale of Iranian oil and liquefied petroleum gas (LPG). This action specifically targeted a "shadow fleet" of nearly two dozen vessels, a China-based crude oil terminal, and an independent Chinese refinery, as part of an ongoing "maximum pressure" campaign to disrupt Iran's revenue streams.

October 9, 2025 (Evasion Networks): The U.S. blacklisted nine Turkish companies for allegedly assisting Iran in procuring U.S.-origin goods and technology in violation of export controls.

October 9, 2025 (Militia Groups): The Treasury Department also targeted Iran-backed militia groups operating in Iraq, aiming to dismantle the financial networks used to support their activities and threats to U.S. personnel.

November 2025 (Nuclear Talks Stalled): Reports indicate that U.S.-Iran nuclear talks remain stalled despite expressions of interest from both sides, partly due to the recent reimposition of UN Security Council sanctions on Iran's nuclear program and related restrictions in September 2025. 

The current U.S. sanctions regime on Iran remains extensive and comprehensive, primarily administered by the Office of Foreign Assets Control (OFAC) to target Iran's nuclear program, support for terrorism, and human rights abuses.
