the US Senate have failing grades on their Congressional Review
Scorecards. This score measures how
individual votes square with the US Constitution (as written). Obviously budget
votes are unconstitutional because Congress has assumed powers it is not
allowed in the “enumerated powers”. As time goes on, these scores get worse,
because they get penalized unless they vote no on everything.
