Russian Control of Ukraine 9-20-25

As of early September 2025, Russia controls approximately 44,943 square miles (114,701 square kilometers), or about 19% of Ukraine, according to analyses from the Institute for the Study of War (ISW) and Ukraine's DeepState OSINT group. This area is roughly equivalent in size to the U.S. state of Ohio.  

This total includes territory seized in 2014 and the full-scale invasion that began in February 2022. 

Breakdown by region

  • Crimea: Russia seized control of the Crimean Peninsula in 2014, and its approximately 10,400 square miles are included in the overall total.
  • Donbas (Donetsk and Luhansk): In the Donbas region of eastern Ukraine, Russia controls about 88% of the territory, occupying nearly all of Luhansk and about three-quarters of Donetsk.
  • Zaporizhzhia and Kherson: Russian forces control approximately 74% of these two southeastern regions.
  • Other areas: Small parts of the Kharkiv, Sumy, and Mykolaiv regions are also under Russian control. 

Recent territorial changes

  • Recent Russian gains: In the period from August 12 to September 9, 2025, Russia gained about 160 square miles of Ukrainian territory.
  • Ukrainian incursions into Russia: A Ukrainian incursion into Russia's Kursk region in August 2024 saw Ukrainian forces take control of some Russian territory before it was later recaptured by Russia.
