SCO Meeting in China 9-3-25

Leaders from numerous countries, including the Shanghai Cooperation Organization (SCO) members and observer states, met in Tianjin, China, on August 31, 2025, for the SCO summit. The summit, which also addressed AI cooperation, included delegations from Central Asia, the Middle East, South Asia, and Southeast Asia.

Heads of state and other officials from the following member countries attended:

·       Kazakhstan

·       Pakistan

·       Russia

·       Tajikistan

·       Uzbekistan

·       Belarus 

Dialogue and observer states

Officials from dialogue and observer nations also attended. China's President Xi Jinping held bilateral meetings with leaders from many of these countries: 

·       Azerbaijan

·       Armenia

·       Cambodia

·       Maldives

·       Myanmar

·       Nepal

·       Turkey

·       Vietnam 

AI was a key topic

During the summit, President Xi Jinping called for greater cooperation in AI, promoting a vision of a new international security order that opposes outside interference. As part of the conference, a humanoid AI robot named Xiao He was deployed to assist media personnel with translations and information. 

During August 29–31, 2025, a satellite event for the International Joint Conference on Artificial Intelligence (IJCAI 2025) was held in Guangzhou, China. The main conference took place in Montreal, Canada. 

Countries represented at the Guangzhou event included researchers from various nations who may have faced difficulty securing Canadian visas. Other participants in IJCAI 2025's main conference and satellite event included AI researchers and companies from across the globe. 

The AI event in Guangzhou was a purely academic conference for the global AI research community and was not related to any government-level discussions on AI.

Founded in Shanghai in June 2001, the SCO has expanded from six founding members into a 26-nation family of 10 members, two observers and 14 dialogue partners spanning Asia, Europe and Africa, with cooperation covering more than 50 areas and a combined economic output of nearly 30 trillion U.S. dollars.

·       Predecessor: The SCO evolved from the "Shanghai Five," an earlier security cooperation mechanism that did not include Uzbekistan.

·       Formalization: The SCO Charter was signed in 2002 and entered into force on September 19, 2003, formalizing the organization's goals, structure, and activities

All countries are interested in developing the accuracy and productivity of AI and are making deals to ensure that they have Import and Export Trading Partners and access to Energy is secured.
