No More Omnibus Bills


Rand Paul: Use Appropriations Bills to Rein In Obama

(CNS News) - Republicans will have the “upper hand come January,” controlling both the House and the Senate: “And what I’ve been proposing is that we take the appropriations process, not a continuing resolution or an omnibus bill, but take each of the 12 different bills and that we should describe how the money should be spent throughout government,” Sen. Rand Paul (R-Ky.) told Fox News’s Sean Hannity Monday night.

Passing individual appropriations bills hasn’t happened for years, the senator noted:

“For nearly a decade, we’ve been passing these continuing resolutions that are 2,000 pages long. No one gets a chance to read them, and no one amends them. There are no new rules on how the money is spent. So we can get rid of waste, we can rein in “Obama care,” we can rein in executive orders on immigration through the…appropriations process.”

If Obama grants green cards and work permits to millions more illegal aliens, he will be doing something that Congress instructed him not to do, Paul said. “So I think the Supreme Court would strike it down. That takes a while, but that may be the only recourse, short of a new president.”

On another topic — the administration’s “deception” in passing the Affordable Care Act — Paul said he will press for an investigation in the next Congress:

“There was the public deception by the president and all of his henchmen and women, but also the deception of paid consultants. The one thing we can do is that this Mr. Gruber, this Jonathan Gruber — he was paid, and now he’s admitted that he was deceptive and deceitful.

“I’m going to ask for an investigation from the inspector general, and I’m going to ask that…he return his pay, because how can you — how can we pay someone to be a consultant to government who’s frankly admitting they were dishonest? So I think he should be made to return his pay.

“The other thing we ought to investigate is there’s about 10 different states where he got between $200,000 and $400,000 for specific reports. Who was sort of organizing this for him? Is this some sort of thing that happened within government? Was he just able to market himself everywhere? Or was this all coming as sort of an organized way to enrich Obama consultants?”
