End Legislative Abuse
Each year the Georgia Legislature takes pre-filed Bills
in November, These Bills should be posted as received for review by all
Senators and Reps on the website, so citizens can see them as well. Those who file similar Bills or Bills that
conflict will be directed to meet to determine if they want to combine or
modify Bills. At the same time,
Committees should begin to review Bills assigned to them. Committees should
publish their comments and recommendations and post these on the website.
Amendments should be filed by Senators and Reps to the website. All Amendments
should relate to the Bills and not just be tacked on to take a ride. Amendments
that do not relate to the Bills should be rejected by the Committees.
By the time the Legislative session opens in January,
every Senator and Rep should have read all the Bills, checked them against the
existing Code and commented on the Bills on the website. The Committees should
have received legal opinions and posted comments and recommendations on the
website. The Bills should be voted on by
topic with all Bills related to a category being voted on by the House and the
Senate. The last Bill to be voted on
would be the Budget.
The Legislature should limit the number of laws on the
books and should review laws to see if they should be repealed.
The results should be that better Laws would be passed
and maintained. Bills would not die in
committee. They would be voted on. Votes should appear on the website when they
are cast.
