Several countries continue to purchase oil from Iran despite US sanctions. However, it's important to note the complexities involved:
· China is the Primary
Buyer: China remains the largest importer of Iranian oil, accounting for
roughly 90% of Iran's crude oil exports. This dependence has been a key factor
in US-China trade negotiations, according
to CBS News.
· Other Buyers: While
China is dominant, other countries like Syria, the United Arab Emirates, and
Venezuela also reportedly buy Iranian oil, although in much smaller quantities.
· Sanctions
Evasion: Iran utilizes various methods to circumvent sanctions, including:
o Ship-to-ship
transfers: Oil is transferred between vessels in international waters to
disguise the origin.
o "Dark fleet"
or "Shadow fleet": Older ships with obscured ownership transport
the oil.
o Relabeling and
spoofing: Iranian-origin petroleum may be mislabeled, and fake tanker
route information is broadcast.
· Increased Enforcement & Challenges: The US has intensified efforts to curb Iranian oil exports through sanctions on individuals and entities involved in the trade, including Chinese importers and companies operating in Iran's petroleum sector. However, enforcement remains challenging due to the evasive tactics employed by Iran and its trading partners.
Several
countries continue to purchase oil from Iran despite the US sanctions
program.
As
of August 2025, the primary buyers of Iranian crude oil are:
· China: China is
the largest importer of Iranian oil by a significant margin, receiving roughly
90% of Iran's crude oil exports. China has reportedly increased its purchases
of Iranian oil in 2022 and 2023, according
to the U.S. Energy Information Administration (EIA). This is reportedly
driven by a desire to secure its energy supply and maintain its relationship
with Iran, despite U.S. pressure to cease these purchases.
· United Arab Emirates (UAE): The UAE is another significant destination for Iranian oil exports. The UAE was also cited in the first half of July 2025 as a jurisdiction featuring major sanctions violations in the previous U.S. administration.
In addition, reports indicate that smaller volumes of Iranian oil may also be sold to Syria and potentially other undisclosed buyers through complex and opaque networks involving ship-to-ship transfers and the use of a "dark fleet" of vessels to evade sanctions.
It's important to note that the exact figures and destinations of Iranian oil exports are difficult to determine due to the sanctions and the use of secretive methods to avoid detection. However, the information available suggests that China remains the dominant purchaser, followed by the UAE.

China buys Oil and Natural Gas from Russia and Iran. Trump needs to lower the revenue flowing to Russia and Iran in order to end the Russian War on Ukraine and lower the revenue flowing to Iran to defund Iran’s Proxy Terror Groups.
Trump has already imposed an additional Tariff on India for buying Russian Oil and Natural Gas. Europe will end buying Russian Oil. Trump will need to expand this Tariff carefully to avoid price increases for US consumers.
